On Nov. 1, the UCLA Labor Center co-hosted a teach-in about the history and struggle of undocumented students to amplify the “Opportunity for All” campaign, a new statewide effort led by undocumented student organizers, the Center for Immigration Law and Policy (CILP) at the UCLA School of Law and the UCLA Labor Center urging the University of California system to remove employment barriers impacting thousands of undocumented students.

The teach-in featured presentations from students, faculty and legal experts, as well as screenings of short films “Seattle Underground Railroad” and “Undocumented & Unafraid: Tam Tran & Cinthya Felix and the Immigrant Youth Movement.” Attendees heard firsthand accounts from undocumented students and their friends and family on the difficulties they face navigating the University of California system with restricted work opportunities.

“For over 15 years, UCLA undocumented students have been at the forefront of the fight for immigrant rights and immigrant justice,” said Kent Wong, director of the UCLA Labor Center. He spoke about the historical success of the immigrant youth movement in advancing key legislation, including California Assembly Bill 540, the California DREAM Act and Deferred Action for Childhood Arrivals (DACA), each of which he said serves as “a reflection of the power of the immigrant youth movement.”

“The Opportunity For All campaign is yet another defining moment for the immigrant youth movement. The campaign is launching at a critical time in history, because this year is the 10th anniversary of DACA,” said Ju Hong, director of the UCLA Dream Resource Center. “Some of the biggest lessons I learned from the DACA fight is that we have to challenge the system, take bold actions and lean on each other.”

Approximately 44,326 undocumented college students in California currently do not have equal access to on-campus opportunities — such as work-study jobs, paid internships and graduate student research — due to the 1986 Immigration Reform and Control Act (IRCA), a federal prohibition on hiring undocumented people. However, a recent analysis conducted by CILP reveals that IRCA does not restrict hiring practices by state entities, including the University of California. So far, 28 immigration and constitutional law scholars from across the U.S. have signed a letter supporting CILP’s analysis, and more than 2,000 community members have signed a public letter of support.

“The history of progress at the UC is written by the hands of students,” said Jeffry Umaña Muñoz, an undocumented third year student. “More specifically than that, the nationwide advancement of progress for immigrant justice is rooted right here at the UC. We stand here today as living proof of the progress that comes from supporting undocumented communities directly, exemplifying the excellence, critical consciousness and care for community that the UC system instills in each of its students.”

Katie Garamendia, a third-year student, spoke about her grandfather’s experience as a bracero, a farm laborer subjected to harsh, exploitative work conditions for little pay despite promises of workplace protection and fair pay from the U.S. government. For her, the Opportunity for All campaign offers a way to recognize the diligence, courage and accomplishments of immigrants that have been historically ignored.

“Today, we have an opportunity to be different: to change a narrative in the trajectory of righting the wrongs we have made and to actually fulfill the promises that were made to our ancestors, immigrant workers and people like my grandfather,” said Garamendia.

On Nov. 15, student leaders will attend the University of California board of regents meeting in San Francisco to continue advancing the campaign.

“I am a chingona activist fighting for my immigrant community to be recognized for their humanity, not their merit,” said Karely Amaya, an undocumented student leader pursuing a public policy degree. “The University of California has both an opportunity and an obligation to remove barriers to employment for all students, on all 10 of their campuses, regardless of immigration status.”

UCLA Labor Center‘s Director Kent Wong, was recognized as one of the “Giants of Justice” yesterday, June 3rd, by the Clergy and Laity United for Economic Justice (CLUE). CLUE “is an organization that brings together clergy and lay leaders of all faiths with workers, immigrants, and low-income families in the cause of a just economy that works for all and protects those most vulnerable.” Director Wong was honored along with faith leaders and community activists in Southern California who inspire others to build a just and sacred society.

LA Social Science would like to congratulate Director Wong for this well deserved honor.

On November 15, the National Lawyers Guild of Los Angeles honored the UCLA Labor Center at its annual celebration. “For over 80 years, NLG has acted as a legal arm of social justice movements, working tirelessly to defend the rights of the most marginalized communities.” Labor Center Director Kent Wong, recently appointed by Los Angeles Mayor Garcetti to the Mayor’s Advisory Council on International Affairs, was the master of ceremonies. The virtual event included a powerful program that spotlighted this year’s incredible honorees who have spent decades fighting for justice.

LA Social Science would like to congratulate Director Wong on his new appointment to the Mayor’s Advisory Council on International Affairs, and to the UCLA Labor Center for the outstanding work it does to serve the Los Angeles community.

Thirty-four thousand Los Angeles teachers launched a six-day strike from January 14 to 22, 2019, impacting five hundred thousand students and their families. On February 22, the UCLA Labor Center hosted a public educational forum with United Teachers Los Angeles (UTLA) President Alex Caputo-Pearl and Secretary/Chief Negotiator Arlene Inouye to examine key lessons from the strike and the implications for the future of the labor movement and public education. Some of the critical takeaways include the importance of collective teacher organizing and action to build power; building long-term authentic partnerships with parents, students, and community organizations; and increasing the capacity of the union at every stage to utilize a strike as a powerful nonviolent tool for change.

UTLA approached negotiations with the Los Angeles Unified School District (LAUSD) from a framework focused on “bargaining for the common good,” which resulted in contract provisions that expand green space at schools, limit random searches of students that have a racially disparate impact, and support immigrant students and families. In addition, the teachers won a 6 percent wage increase, class size reduction, and increased staffing with more on-site nurses, librarians, and counselors.

Moreover, UTLA’s strategic organizing approach led to a thousand new union members—this, after the US Supreme Court Janus decision, which forces public employee unions to negotiate on behalf of all bargaining unit members but prohibits unions from collecting “fair-share” fees from those who do not choose to be union members. UTLA’s organizing victory highlights the potential of the labor movement to organize and build power even in a post-Janus world.

The focus of the first teachers’ strike in Los Angeles in thirty years was not on wages and benefits but on quality public education. Teachers were protesting the defunding of public schools, class sizes of forty to forty-five students per teacher, and the critical lack of essential school personnel, including nurses, librarians, and counselors. Forty years ago, California ranked number one in the nation in per pupil funding; today, California is forty-third in per pupil funding and forty-eighth in classroom size, even though the state has the fifth largest economy in the world. The decline in public schools has a disproportionate impact on people of color and the poor; ninety percent of LA public school students are racial minorities, and 72 percent qualify for reduced-cost lunch programs.

The defunding of our schools is no accident. Since the passage of Proposition 13 in 1978, which limited taxes on real estate, billions of dollars have been transferred from public coffers to the largest corporate landowners in California. In addition, billions have been siphoned away from public schools to the growing number of private charter schools. National corporations supporting the charter school movement invested millions to elect a pro-charter majority to the LAUSD board, who in turn hired Austin Beutner as LA superintendent, a hedge fund multimillionaire with no experience in public education.

The impact of UTLA’s successful strike continues to resonate. Inspired by Los Angeles, teachers in Oakland and Denver have since gone on strike. The LAUSD school board voted to support a moratorium on future charter schools. And next year, a ballot initiative scheduled for the November election that if passed would curtail the impact of Proposition 13 and restore funds to California public schools.

The UCLA fall quarter course Introduction to Labor and Workplace Studies: Class, Race and Social Justice gave 240 students the opportunity to participate in a collective bargaining simulation, the largest such exercise in UCLA history. This is the second year the course has been offered and taught by Labor Center Director Kent Wong and Institute for Research on Labor and Employment Director Abel Valenzuela.

Each of the students was assigned either a union or a management bargaining team, and they prepared individually and in their teams for several weeks. The student negotiations focused on three issues: wages, class size, and the expansion of charter schools within Los Angeles. All three are real-life examples drawn from the current negotiations between the United Teachers Los Angeles (UTLA) and the Los Angeles United School District (LAUSD). The LAUSD is the second largest school district in the country, with twenty-five thousand teachers. In a recent vote, 98 percent of teachers supported strike authorization. UTLA and LAUSD are now exploring fact-finding and mediation, but a strike is a strong possibility.

Of the twenty pairs of student teams engaged in the collective bargaining exercise, the vast majority came to a successful resolution. While a few decided to strike or lock out the teachers, most compromised on wages, class size, and the expansion of charter schools. Students were thoughtful and persuasive in their presentations, and many expressed how much they had learned about the collective bargaining process and the role of unions in the workplace.

Introduction to Labor and Workplace Studies is the core course for the Labor Studies minor. In the coming year, the UCLA Labor Studies major will be launched, the first and only major of its kind in the nine-campus UC system.

The UCLA Labor Studies program offers students an in-depth understanding of a broad array of issues related to labor and the workplace and prepares students for a variety of careers in labor relations, human resource management, law, domestic and international government, worker organizing, and economic forecasting. The program currently enrolls approximately 150 students and facilitates over 200 student internship placements annually. By critically analyzing the theory and practice of current workplace issues, students develop a deep understanding of the relationship between their education and society and how they, as college graduates, can transform the nature of work.

The UCLA Labor Center’s Dream Resource Center (DRC), in partnership with Netflix employees and DREAMer’s Roadmap (a program to support undocumented student access to higher education), sponsored a hackathon at the Netflix campus in Silicon Valley, August 10–12, 2018. Through a generous gift from Netflix employees, 40 immigrant youth from across the country spent three days developing innovative online resources and apps to support the rights and needs of immigrants and to address the increasingly hostile policies threatening immigrant communities. The youth were joined by about 20 Netflix and other tech company employees, who served as mentors and coaches throughout the three days.

Silicon Valley is an internationally known center for technology and innovation and serves as a major hub of economic growth and development. What is less known, however, is that tech is an industry that is reliant on immigrant labor. Many of the most successful entrepreneurs and tech engineers are immigrants. In addition, immigrant workers comprise the main workforce who clean the offices, maintain the grounds, provide security, prepare the food, take care of tech employees’ children and elderly relatives, and staff the other service sector jobs that support the tech companies.

Many Silicon Valley companies have invested resources to advocate for immigrant rights and to oppose the anti-immigrant policies of the Trump administration. Silicon Valley companies are also sensitive to their lack of Latino and African American employees, and many are seeking to expand recruitment efforts to underrepresented communities. The August hackathon was a great step forward in advancing a partnership between the tech world and immigrant communities.

This was the second hackathon sponsored by the UCLA DRC. In September 2017, a hackathon was held at CodeSmith in Venice, California, in partnership with UndocuMedia (an immigrant youth media company), FWD.us (an immigrant rights organization founded within the tech community) and others.

In 2016, the DRC also published a breakthrough research report, Immigrant Youth in the Silicon Valley: Together We Rise, which explores the obstacles young immigrants face when trying to access fair wages, housing and higher education in the area.

For the past three years, the DRC has sponsored the Dream Summer program in the Silicon Valley, placing immigrant youth in internships with education, immigrant rights, and social justice organizations in the area. Dream Summer fellows organized a successful conference at San Jose City College in August 2016 to promote educational access for immigrant students. In August 2017, Dream Summer fellows held a conference at the Univision headquarters in San Jose to address employment opportunities for immigrant youth.

The employee-sponsored Netflix hackathon was an inspiring and exciting event. On September 10, Netflix will host a reception to report on the hackathon to their employees, share a video with highlights and discuss next steps. Plans are already underway to hold another hackathon for immigrant youth in 2019.
